  • Organisation: National Customs Administration of the Responsible Member State
  • Input: Decision of the risk analyst to request risk mitigating information
  • Description: During the risk analysis process the RMS applies, when necessary, appropriate risk mitigation measures in order to ensure a proper risk analysis outcome. These measures can be a request for information from the economic operator or from the IMS and a request for HRCM screening in the air cargo pre-loading phase.
  • Output (Final situation): Risk mitigating information is received by the RMS.

1.2 Tasks

1.2.1 T-03-01-01 – Request additional information from Person filing

  • System component: TI
  • Input: Request for additional information from Person filing received
  • Description: The request for additional information is sent to the Person filing via the message IE3Q02 [Msg: E_REF_RFI_REQ].
  • Output (Final situation): The request for additional information is sent to the Person filing.

1.2.2 T-03-01-02 – Notify additional information request to Carrier

  • System component: TI
  • Input: Request for additional information from Person filing received
  • Description: The Carrier is notified via the message IE3N04 [Msg: E_REF_RFI_NOT] that the Person filing was requested to provide additional information.
  • Output (Final situation): The Carrier is notified about the additional information request that was sent to the Person filing.

1.2.3 T-03-01-03 – Submit additional information response from Person filing

  • System component: TI
  • Input: Additional information from Person filing received
  • Description: The response to the additional information request received from Person filing is sent to the CR via the message IE4R02 [Msg: C_REF_RFI_RSP]. In case no corresponding RfI request can be found, then an error notification is sent by the CR to the STI and then forwarded to the person filing.
  • Output (Final situation): The additional information from Person filing is available in the CR.

1.2.4 T-03-01-04 – Request HRCM screening from Person filing

  • System component: TI
  • Input: Request for HRCM screening received
  • Description: The request for HRCM screening is sent to the Person filing via the message IE3Q03 [Msg: E_REF_RFS_REQ].
  • Output (Final situation): The request for HRCM screening is sent to the Person filing.

1.2.5 T-03-01-05 – Notify HRCM screening request to Carrier

  • System component: TI
  • Input: Request for HRCM screening received
  • Description: The Carrier is notified via the message IE3N05 [Msg: E_REF_RFS_NOT] that the Person filing was requested to provide HRCM screening outcome.
  • Output (Final situation): The Carrier is notified about the HRCM screening request that was sent to the Person filing.

1.2.6 T-03-01-06 – Submit HRCM screening outcome

  • System component: TI
  • Input: HRCM screening outcome received
  • Description: The outcome of the HRCM screening is sent to the CR via the message IE4R03 [Msg: C_REF_RFS_RSP]. In case no corresponding RfS request can be found, then an error notification is sent by the CR to the STI and then forwarded to the person filing.
  • Output (Final situation): The HRCM screening outcome is available in the CR.

1.3.1 E-03-01-01 – Request for additional information from Person filing received

  • System component: TI
  • Description: The TI received the request for additional information from Person filing via the message IE4Q04 [Msg: C_REF_RFI_REQ] from the CR.

1.3.2 E-03-01-02 – Additional information response from Person filing received

  • System component: TI
  • Description: The TI received the additional information from Person filing via the message IE4R02 [Msg: E_REF_RFI_RSP].

1.3.3 E-03-01-03 - Additional information response provided

  • System component: TI
  • Description: Person filing has provided the requested additional information.

1.3.4 E-03-01-04 – Request for HRCM screening received

  • System component: TI
  • Description: The TI received the request for HRCM screening from the CR via the message IE4Q05 [Msg: C_REF_RFS_REQ].

1.3.5 E-03-01-05 – HRCM screening outcome received from Person filing

  • System component: TI
  • Description: The TI received the outcome of the HRCM screening from Person filing via the message IE4R03 [Msg: E_REF_RFS_RSP].

1.3.6 E-03-01-06 - HRCM screening outcome provided

  • System component: TI
  • Person filing has provided the HRCM screening outcome.

1.3.7 E-03-01-31 – Additional information from Person filing requested

  • System component: TI
  • Description: Additional information from Person filing was requested.

1.3.8 E-03-01-32 – Request for additional information notification received

  • System component: TI
  • Description: The TI received the request for additional information from Person filing that needs to be notified to Carrier via the message IE4Q04 [Msg: C_REF_RFI_REQ] from the CR.

1.3.9 E-03-01-33 – Request for additional information notified to Carrier

  • System component: TI
  • Description: Additional information from Person filing request have been notified to Carrier if applicable.

1.3.10 E-03-01-34 - HRCM screening from Person filing requested

  • System component: TI
  • Request for HRCM screening has been send to Person filing

1.3.11 E-03-01-35 – HRCM screening request notification received

  • System component: TI
  • Description: The TI received the request for HRCM screening from the CR for the purpose of Carrier notification via the message IE4Q05 [Msg: C_REF_RFS_REQ].

1.3.12 E-03-01-36 – HRCM screening request notified

  • System component: TI
  • Request for HRCM screening has been notified to Carrier

  • Description: The carrier is to be notified when ·        Carrier is connected to the TI; ·        Carrier has requested to receive 'RfS request' notification messages IE3N05 [Msg: E_REF_RFS_NOT].
